New Immigration Pathways for Temporary Residents in Canada
Six new immigration pathways meant for temporary residents in Canada opened on May 6, at about 12:00 p.m. EST.

On May 5, Canada released the application guide for the new programs, which includes the necessary documentation as well as additional information on what applicants must submit. The Immigration Department has created a webpage dedicated to the new streams, which includes a wizard for users to verify their eligibility.
The essential worker and international student graduate streams are expected to fill up quickly. There may be up to 1.5 million work and study permit holders in Canada, but only a small percentage would be qualified for the services, and even less will have all of the necessary documentation, such as language test results, accessible today. Three additional streams have the potential to admit up to 90,000 new permanent residents. Through the specified pathways for French speakers, an unlimited number of candidates can apply.

Here’s how the intake limits are broken down by program:
- Stream A is for health-care workers in Canada (20,000 applications)
- Stream B is for critical non-healthcare workers in Canada (30,000 applications)
- Graduates from other countries (40,000 applications)
- Stream A for French-speaking health-care workers in Canada (no cap)
- Jobs in Canada – Stream B for critical non-health-care workers who speak French (no cap)
- Foreign graduates who speak French (no cap)
Applications will be accepted until November 5th, or until all intake limits have been filled, whichever comes first.
What is the point of launching limited-time immigration programs?
In order for Canada to meet its immigration targets of 401,000 new permanent residents by 2021, these streams were established. Since travel restrictions hinder the influx of newcomers from abroad, the new streams provide pathways for temporary residents to become permanent residents in Canada.
The new pathways to permanent residence acknowledge Canada’s need for trained and skilled workers on the road to economic recovery, according to a press release issued following Immigration Minister Marco Mendicino’s address on May 5. During the COVID-19 outbreak, these pathways also attempted to identify the contributions of a large number of vital personnel. During the pandemic, many of those serving on the front lines were temporary residents.
In a press release, Mendicino said, “The pandemic has shone a bright light on the sacrifices of newcomers in critical occupations, as we have embraced caregivers, cooks, and cashiers as our daily heroes.” “By creating this new route, we are acknowledging their critical position in our economic recovery, allowing them to establish roots in Canada and contribute to our recovery. Our message to them is straightforward: your position can be transitory, but your sacrifices are permanent—and we want you to stay.”
